भारत की ओर से भेजे गए नोटिस में परेशानियों में आए मौलिक और अप्रत्याशित बदलावों पर प्रकाश डाला गया है, जिसके लिए संधि के विभिन्न सवालों के तहत दायित्वों की समीक्षा जरूरी है।
नई दिल्ली: पड़ोसी मुल्क पाकिस्तान को बड़े जल संकट का सामना करना पड़ रहा है। क्योकि भारत ने सिंधु जल संधि की समीक्षा के लिए पाकिस्तान को एक औपचारिक नोटिस भेजा है। इसमें कहा गया है कि हालात में “मौलिक और अप्रत्याशित” परिवर्तनों के कारण सिंधु जल संधि की समीक्षा जरूरी है। सरकारी सूत्रों ने बुधवार को बताया है कि सिंधु जल संधि आईडब्ल्यूटी के अनुच्छेद 12(3) के तहत 30 अगस्त को पाकिस्तान को नोटिस जारी किया गया। हालांकि इस पर अभी तक कोई उत्तर नहीं आया।
19 सितम्बर, 1960 को हुआ था समझौता
भारत और पाकिस्तान ने साल की बातचीत के बाद 19 सितम्बर, 1960 को सिंधु जल संधि पर दस्तखत किये थे। इसमें सिंधु नदी के पानी के बंटवारे को लेकर समझौता हुआ था। संधि पत्र पर तत्कालीन प्रधानमंत्री पंडित जवाहर लाल नेहरू और पाकिस्तान के तत्कालीन राष्ट्रपति अयूब खान जी ने दस्तखत किए थे। इस समझौता पत्र पर विश्व बैंक ने भी हस्ताक्षर किए थे । वर्ल्ड बैंक कई सिमित सीमा पार नदियों के जल के उपयोग पर दोनों पक्षों के बीच सहयोग और सूचना के आदान-प्रदान के लिए एक सिस्टम स्थापित करता है।
सिंधु जल समझौता भारत और पाकिस्तान के बीच 6 नदियों का जल बंटवारे को ही लेकर है। इसके अलावा रावी, सतलुज और ब्यास का पानी भारत को मिला और पश्चिम नदियां यानी के सिंधु, झेलम और चिनाब के जल के प्रयोग का अधिकार पाकिस्तान को मिला था।
